Test fee of SEK 2,000 for the Swedish citizenship test from 2027

The Swedish citizenship test costs SEK 2,000 for tests held from 2027, under the ordinance published on 6 May 2026. Tests during 2026 are free.

On 6 May 2026 the ordinance on the citizenship test (förordningen om medborgarskapsprov), SFS 2026:451, was published. It states that anyone who takes part in a citizenship test must pay SEK 2,000 to UHR. The fee is charged for the first time for tests held in 2027. Tests during 2026 are free.

What does the ordinance say?

The ordinance was issued by the government on 30 April 2026 and entered into force on 6 June 2026. The fee is regulated in section 6. It states that anyone who is to take part in a citizenship test must pay a fee of SEK 2,000 to the Swedish Council for Higher Education (UHR).

The transitional provisions state that section 6 applies for the first time to citizenship tests held in 2027. That is why the August 2026 test was free, and why a test held later in 2026 will also be free.

There is one exception. The fee does not apply to anyone who is stateless and has been granted refugee status or a travel document by a Swedish authority.

What does UHR say?

In September 2026, UHR’s page about the test still only says that information about the fee will come. The ordinance, however, has been decided and published. We rely on the text of the ordinance. When UHR publishes its information about how the fee is paid, we will update this news item.

Two different fees

Do not confuse the test fee with the application fee:

  • Test fee to UHR: SEK 2,000 per test, for tests held from 2027.
  • Application fee to the Migration Agency: SEK 2,900 for the application for citizenship. It is not refunded if your application is rejected.

If you need to take the test in 2027, the total cost is therefore SEK 4,900, if you pass the test the first time.

Who does it apply to?

Everyone who is referred to the citizenship test by the Migration Agency and takes it in 2027 or later. If you retake the test, you pay the fee again, as the ordinance is written. UHR has not published anything about retakes and the fee.

Some sites write that the next test is free of charge. That is only true if the test is held during 2026. The date of the next test has not been published, so it is not possible to say today whether the next test will be free or cost SEK 2,000. Read more in our guide on the next test date.

What should you do?

If you are waiting to take the test: expect that it may cost SEK 2,000 if it is held in 2027. Prepare so that you pass the first time. The study material Sverige i fokus is free from UHR.
