How to register for the Swedish citizenship test: step by step

How do I register for the Swedish citizenship test?

Is it the Migration Agency that runs the test?
No. The Migration Agency refers you to the test. UHR runs it and decides the results.
What ID is valid on test day?

Can I get adjustments?

You cannot book the Swedish citizenship test yourself. The route goes via the Migration Agency (Migrationsverket), which refers you, and UHR, which runs the test. Here is the whole route step by step: the letter, the account, the notice, the ID and what happens afterwards.

Who does what: the Migration Agency and UHR

Many people search for “Migrationsverket citizenship test”. But the Migration Agency has no test. This is how the roles are divided under the ordinance on the citizenship test (förordningen om medborgarskapsprov):

  • The Migration Agency assesses your application for citizenship. If you need to take the test, they refer you (anvisar) to UHR (section 4).
  • UHR develops the test, runs it and decides the results (section 3). UHR then passes the information to the Migration Agency (section 10).

Only people who have been referred may take part (section 5). That is why you cannot register before the letter arrives.

Step 1: wait for the referral letter

The Migration Agency decides whether you need to take the test. You need it if you are 16 to 66 years old and cannot show knowledge of society with school grades. The Migration Agency then sends a referral letter (anvisningsbrev). The letter contains a personal code.

You do not need to do anything before the letter arrives. The Migration Agency says they will contact you if your case needs to be supplemented.

Step 2: create an account with UHR

Registration is done in an account on UHR’s registration site. You can create the account in two ways:

  • with BankID or Freja eID
  • with your personal identity number (personnummer) and the personal code in the referral letter, if you have no e-ID

Did you take the test in August 2026? Then your account remains and you log in as usual.

Step 3: register when registration is open

In September 2026 registration is closed. UHR says information about when registration opens for the next test will come. You must make a new registration for every test, even if you took the August test.

Tests during 2026 are free. For tests held from 2027 the fee is SEK 2,000, paid to UHR (section 6 of the ordinance). Stateless people who have been granted refugee status or a travel document are exempt from the fee.

Step 4: apply for adjustments if you need them

UHR can decide on adjustments (anpassningar) for people with a disability or other personal circumstances (section 7). UHR describes two types:

  • Adjustment of the test: extended test time for, for example, dyslexia, ADHD, visual impairment or another disability. For visual impairment, also enlarged text.
  • Adjustment of the test environment: for example a height-adjustable desk, a hearing loop, a separate room or bringing medical measuring equipment.

In most cases you need a certificate (intyg) showing the need. UHR says every application is assessed individually and that not every need may be met, because the number of places is limited. If you have questions, UHR can be reached on 010-470 03 00, weekdays 9 to 16 with a lunch break 12 to 13.

Step 5: the notice

About a week before the test you receive a notice (kallelse) in your account. Print it and bring it on test day. The notice states the time and place.

Step 6: test day

This is how to prepare according to UHR’s page Provdagen.

ID. You must show valid Swedish ID with a personal identity number:

  • an ID card from the Tax Agency (Skatteverket)
  • a Swedish driving licence
  • a SIS-marked ID card

An expired ID is not valid. Foreign passports and e-ID are not accepted. If you have no Swedish ID: get an ID card from the Tax Agency in good time.

Allowed: a pencil, an eraser and simple earplugs from a pharmacy after approval.

Prohibited: all electronics such as mobile phones, smartwatches and headphones, and anything else that can store, send or receive information.

Under the ordinance (section 8), you must prove your identity and confirm that you will not cheat. Anyone who breaks the rules may be left without a result (section 9).

There are no penalty points. Guess rather than leave a question blank.

What happens after the test?

UHR decides the results and passes them to the Migration Agency. The results of the August test will be published in October 2026, according to UHR. The pass mark is set afterwards.

If you fail, UHR says you “may be given the opportunity to show knowledge again” and that you should contact the Migration Agency. SVT has reported that in future a retake will not be possible and that you would have to apply for citizenship again. We cannot decide which applies. Contact the Migration Agency and ask about your case.

The whole route from application to decision

This is how the steps fit together, from your application to the Migration Agency’s decision:

  1. You apply for citizenship at the Migration Agency and pay SEK 2,900.
  2. The Migration Agency assesses the requirements. If you need to show knowledge of society, they refer you to the test with a letter.
  3. You create an account with UHR and register when registration is open.
  4. About a week before the test you receive the notice in your account.
  5. You take the test with Swedish ID and the notice in hand.
  6. UHR decides the result and passes it to the Migration Agency.
  7. The Migration Agency decides your case when all the requirements have been assessed.

On 18 August 2026 the Migration Agency wrote that, while waiting for the results of the August test, they are mainly deciding cases that will be rejected. Cases where the applicant is waiting for a test result remain open until the result is available.

Frequently asked questions

Can I register without a referral letter?

No. Under the ordinance on the citizenship test, anyone who takes part must have been referred by the Migration Agency. Only people who have received the letter can register.

How do I create the account if I do not have BankID?

You use your personal identity number (personnummer) and the personal code printed in the referral letter.

Is my passport valid as ID?

No. UHR only accepts Swedish ID with a personal identity number. Foreign passports and e-ID are not accepted on test day.

Can I bring my phone?

No. Electronic equipment such as mobile phones, smartwatches and headphones is prohibited. A pencil and an eraser are allowed.

I have changed my name, what do I do?

UHR says the name is updated automatically in your registration if you have registered it with the Tax Agency. Bring ID that shows the new name.

Can I cancel my place?

Yes. Contact UHR via their contact form if you no longer need to take the test.

Do I have to register again if I took the test in August?

Yes. UHR says you must make a new registration for the next test. Your account from August remains.
